telnet authentication !!!

i have a requirement that all my telnet access to my routers should be managedthru a TACACS+ server and any changes made to the router should be logged and the ip reported to the server. Is there any way to do this ??

you can use the ACS server (cisco) ,and AAA command

Do exec authorization and aaa accounting.
