3548XL switches constantly at 50% utilization

I have a bunch of 3548XL switches that all show the same perplexing symptom: Utilization is at a constant 50-52%, yet a "sh proc cpu | ex 0.00" command only shows processes that add up to about 20%, with the port status process at 10-12% the only thing significant going on. All switches use IOS C3500XL software (C3500XL-C3H2S-M), version 12.0(5.4)WC(1). Is this a known bug or am I overlooking something?
