The C3550-24 has two ethernet controllers (12 ports each) but I do not find the port mapping i.e. which port is assigned to which controller. Can you help me?

Question: is it reasonable to distribute the users among the the two controllers in order to optimize controllers utilization?

In case controller 1 has ports from 1 to 12 and controller 2 has port from 13 to 24, I wonder if it's better to have something like 1st user on port 1, 2nd user on port 13, 3rd on port 2, 4th on port 14 and so on.

It would be a good idea to distribute users as suggested, however the controllers would be able to handle 12 ports so I am not too sure if there would a great level of optimization using this method.

You might be able to find the details about the port mappings in the data sheet of the product.
