Directory isr4400-universalk9.03.16.03.S.155-3.S3-ext.SPA.bin not found

I have a cisco ISR4431/K9 running isr4400-universalk9.03.13.02.S.154-3.S2-ext.SPA.bin. 

Trying to upgrade to isr4400-universalk9.03.16.05.S.155-3.S5-ext.SPA.bin.

md5 checksum has been verified, config register is 0x2012

rommon version is 15.4(2r)S 

 

This .bin file shouldn't be in a directory so why is the boot sequence looking for it there? I used the same image to upgrade another 4431 and it worked fine.

 

I didn't power cycle the router but I reloaded it about 5 times (also changed boot statement to boot system bootflash:isr4400-universalk9.03.16.03.S.155-3.S3-ext.SPA.bin) and each time I got the error about the directory not being found.

 

Any ideas?

I really thought this was a bug.   The file for 3.16.5S is found in the bootflash:.

The boot statement specifically states to boot 3.16.3S.  

If you want to upgrade to 3.16.5S then you'll need to change the boot variable string accordingly. 

If this solution doesn't work, force the router to boot into ROMmon and force the router to boot the correct IOS from ROMmon as this could sound like CSCvg37458.
