ESW40-8 PoE not functioning

I have an ESW540 8p that has PoE. I have set up the ports I want to use the PoE (2&3) and have set the admin status to Active. The settings are set to critical as they are CCTV cameras. I have the SmartPort set to VS Camera for both. The ports are active and working, but the cameras, which worked on another PoE switch will not power on. 

Any ideas on troubleshooting? Thanks!

Check the cabling. 

Maybe the PoE module can only provide low power while the switch can provide higher PoE power.
