I have a 7204 router and I wonder what happen if the amount of bandwidth points allowed are exceeded?

As a general rule, you will be able to bring up the interfaces and pass traffic, but you are likely to experience performance problems if you run the links anywhere near their capacity. IOS should throw a diagnostic error message if you install port adapters in a combination that exceeds the allowance for either side of the PCI bus; this allowance varies by the model of NPE/NSE you have installed. Cisco TAC will not support a chassis configuration that is outside the bandwidth point restrictions.

Hello,
if traffic exceeds the bandwidth, it depends on the queuing strategy what happens to the traffic. Do you have anything configured (CBWFQ, LLQ) on your router ? If you execute the ´show interfaces´ command it will show you the queuing strategy for that interface:
