How can I split a 4mbps link into two 2mbps ....?

There are two corporation linked by a central router,and there is only one link for the two to get outside of the router with a total bandwidth 4Mbps.

How can I split 4Mbps link into two 2Mbps ,so one corporation can access only 2Mbps ,the other also can access 2Mbps?

Are there any suggestions for this?
