Partitioning a T1

Can anyone who's done it give a little information on partitioning a T1? We have a T1 line coming into our building which is shared by 4 small companies. We'd like to partition it into 1/4's so that each company has a set amount and can't "hog" the bandwidth of the others. We have an inexpensive router now that the T comes into - is this a function of a more expensive router and a more complicated router setup?

Assuming a Cisco router, you can use rate-limiting, or what is called as CAR. Match four access-lists, each with the respective network address of each company and limit the bandwidth to 1/4 rate of a T1. If anybody tries to oversubscribe, you have the option of dropping packets.
