Doesn't look to be a way to restrict bandwidth per port on the 1924. You can restrict the amount of broadcasts seen using the 'storm-control' global command.
You can also check the port statistics using the 'show usage utilization' command. And also the 'show interface ether x/y' to see how much a port is being used.
But it does appear that you have full access to the port speed setting. Either 10 or 100Mbps (for the uplink ports).
