My router is sitting idle and only does static routing - this router is used to reverse-telnet in the production lab.
CPU is nearly 99% most of the time according to the "Last 72 hours".
When I run sh process cpu, it always shows 0% to 5%.
Any ideas?

Hi,
If you look at 60 mins graph, you would see spike reaching up to 80-85%, which is the reason you are seeing your 72 hrs graph on full.
I recommend that if you don't have ip cef enable, then go ahead and enable ip cef on all the interface which are in use.

Just to add one more thing, since these spikes are super short in time (at least it looks like that)
Maybe the EEM script can help you to try and collect mode info of the processor usage at the time of the spike
