Routing problems with dialed in clients

I have a 3660 router with a PRI and a digital modem card for async dial in. The dial in works fine and uses a dial pool of ip addresses which are in the same subnet as the BVI. We are also using HSRP. The problem is that the router does not seem to be taking the arp requests and servicing them on behalf of the dialed in clients. Proxy arp is turned on. We have several other router run HSRP in different groups - not sure if this is causing the problem.

while you are trying to ping the ip address, Turn on "debug arp" on the router and see the arp request is even reaching on the router or not?
