I am installing new 3Com 10/100/1000 NIC's in NT and Netware servers (3C996B-T). Unable to get connection faster then 100 full to 6509 with WS-X6516-GE-TX module. Any advice would be appretiated.

Did you try hardcoding both ends for speed and duplex ?
