I've had a look through the Cisco documentation on trouble shooting issues at layer 1 on ATM but cannot find any that relate to my issue.
I have a Cisco 857 that is unable to sync, the CD light just keeps constantly flashing. I got the router back and tested it on a known working ADSL line (that i confirmed with another 857) and it still isn't able to sync.
The debug atm events command shows it sitting at Modem State = 0x16 before the interface resets and it then just tries again.

*Mar 1 00:52:02: DSL(ATM0): 13: Modem state = 0x16

*Mar 1 00:52:07: DSL(ATM0): 15: Modem state = 0x16
*Mar 1 00:52:10: DSL(ATM0): 16: Modem state = 0x16
Does any one know what this modem state means?

Hey, I dont know what this modem state exactly means but the whole story looks a lot like a faulty 857.
As a last step you could take the known good router and connect it to the line where you originally had the problem when using the other router. If this works as well, you should know enough and request an RMA.

From the other 857, copy IOS and ADSL firmware, if it has it.
