How can I get an IOS image for the CISCO 2621 router,capable of supporting encapsulation on the subinterfaces I create.Do I download this and if so show me the site with the installation instructions.

Keep in mind you will need a valid CCO account in order to download software.

To start with, what version of IOS are you running? You can also post your configuration.
To download software and access additional information you'll need a Cisco.com login. Based on your support contract you are entitled for software updates.
Because of vulnerbilities in IOS you can approach Cisco TAC for new software image. You'll need to supply the S/N of your router.
Search for "Heap-based overflow" on Cisco.com for more information
