802.1AE (MACSEC) and 802.1X over L2TPv3

Hi, everyone:

Need support from this community.

What does a tunnel L2TPv3 when receive a 802.1AE or 802.1X frame.

Does drop it or tunnels it?

l2tpv3 dont care about the 802.1x protocol frame is forward it as any data frames 
the l2tpv3 need config for L2 protocol only like CDP STP VTP LADP. 

so 802.1x must flow without drop
