The Base license should be fine for your requirements only depending of which VPN Client you are using, if you would like to use AnyConnect the base license only allows 2 AnyConnect connections, if you are using an Ipsec Client you can have the 5 clients plus the 5 tunnels since the base license supports up to 10 tunnels.
