Authorization depending on other logged in users

Hello all.

I have client with a strange request. They have 3 users that access a specific application and their requirement is that one user is authorized to make changes only if the other two are looged in; basically, authorization of one user depends on the authentication of the other two.

Does anyone knows if this is possible to be done in an ACS or with any other AAA server?

I think the same can be achieved using RADIUS.
