Business case for tunneling or dedicated runs

Forgive the non-technical perspective of this question, but it needs to serve the right purpose so that I can implement tunneling.

I'm faced with a possible merge of two networks - two classifications. One option is to install two separate networks in parallel. Since the one network has a lesser node count and utilization rate, another option is to encrypt and tunnel the lessor network over the 'main' net.

Has anyone performed or know of an existing cost analysis that summarizes the best approach? I'm looking at a couple of large networks (10-20 bldgs in a 50 mile radius, 75K ports on the main, 20K on the smaller.)

One would consider equipment maintenance costs, personnel costs, administration costs, etc.
