Cisco 3DES Licensing - Why doesnt it come by default?

I am just curious why 3des licensing has to be requested, seeing as it is free anyways. Is there some regulatory reason? Or is this just another weird Cisco thing?

Strong encryption (ok, here we don't care about the advances in breaking 3DES from the last years) is not allowed to be exported to all countries. If you buy a Cisco device for an allowed country, it typically comes directly with the license for strong encryption. But you also have the option to order the devices without this license.
