I am looking for some help on how to create a rule that will e-mail me once my DNS server goes down. I have tried doing it several different ways, but with no success and am hoping that someone might know how I would do this. Thanks in advance.

Sure... More importantly, what's the event that indicates that your DNS server went down?

IMHO if you have a router that supports SLA it would be much better to check DNS service availability using IP SLA rather than the approach you are adopting. CiscoWorks LMS provides a front-end to IP SLA by the name of IPM, which makes configuration much easier.
