ISE 2.1 did not have VM Host licenses.  ISE 2.6 now does.  Contact your reseller and ask them to help you with your licensing or open a TAC case and they will get it resolved.

You will have to provide the SO number of the R-ISE-VM= purchase from years ago or some evidence of the purchase.

The reason why you see this warning message is because the licensing model has changed with ISE starting from version 2.4. Although this warning is just cosmetic, and it won't affect any functionality or performance, it is recommended to install the VM appropriate licenses. The VM licenses are free of charge for all the existing VMs.

Each VM should have its own license installed, and the licenses are per deployment basis, which means depending on the resources running on each VM, it can be determined if the required licenses are for a small, medium or large deployment.

Before your raise the TAC, you should collect the UDIs and the resources used for each VM along with the sales order number of the purchase that has been done for these VMs. I recommend collecting the UDIs from CLI since there are some bugs that might show you wrong UDIs through the UI.
