IPSEC Router & License - Sending Equipment to client in another Country

Hello Community, I have done a little bit of searching around the CISCO Community hoping to find a lead on where should I start my research on IPSEC Export License, maybe someone can direct me down the right path. 

 

I have been told that a completely configured network with a Router containing an IPSEC License requires some Export Licensing rights if the final product is to be sent to a different Country and I am trying to find more information on this subject ... 

 

An example would be a CISCO Router (say ISR4331) that has been pre-configured to customer desire and shipped to the foreign Country and a couple of month after delivery date the customer would like to get IPSEC functionality as well on this device ... ideally, it would be just a matter of purchasing a license and enabling it on that CISCO device but there might be some issues with the License Leaving the country ... but there is got to be a way to enable IPSEC in other Countries ... I mean CISCO is a worldwide company as well ... so they should be able to sell IPSEC Enabled Equipment to other Countries no ? 

 

Any leads will be very much appreciated :)

Yes you need to validate if the destination country is under a US restriction law.
