I don't think that there is a limit on the maximum number of tunnels except on the very low end routers. It's just that with too many tunnels configured and with the config files too large, the system performance will degrade. I've been told that with the AIM Data Encryption Modules, the 3745 can handle about 2000 tunnels without any appreciable impact on the device.
