Priv levels assigned to diff groups of users based on NDGs

With CiscoSecure ACS for NT 3.0 how do I achieve the following...

User group A gets

unlimited access to NDG L but

Read Only access to all others

User group B gets

unlimited access to NDG M but

Read Only access to all others

User group C gets

unlimited access to NDG N but

Read Only access to all others

I've done a little playing with per NGD priv levels and just a touch on Command Auth Sets. Neither looks obvious
