Hi

Privilege 15 means admin with full rights. Privilege 1 is user-level command only. Everything in between is up to you to configure on the switch to device what privilege can access what command. If you assign privilege 4 and commands for this privilege aren't defined, ios will go to lower privileve until it get one configured. This means, if you didn't configure any privilege and assign level 4 to a user, it will check 3 then 2 and finally 1 and assign level 1 commands to your user.
If you had configured 3, then commands 3 were assigned.
Privilege 0 has only few command.
