RV160W VPN negotiation timeout occurred error

Hi.  We are setting up a C2S VPN on an RV160W router with the Shrewsoft client.  We have followed the steps in the documentation with the only difference being that we are using an IP address rather than an FQDN.  We have checked to be sure all of the settings match between the client and router but continue to get the error "negotiation timeout occurred".  There must be something that we are missing.  What could be the problem?  Thanks.

This is more of related to Shrewsoft clien software issue.

Disable  Microsoft Virtual WiFi Miniport Adapter and Try and Advice.

Below commands help you to disable :  ( again make sure you understand what you doing).

type this "netsh wlan stop hostednetwork" with no quotes. than type this "netsh wlan set hostednetwork mode=disallow"
