I wondered, since ASR1001 is IOSXE based on Linux, is there any change i can install a performance upgrade license (2.5 -> 5 or 20 GE) for example, WITHOUT a reboot ??
Still strange that while IOSXE is modular (one of the reasons IOS was "bad"), it is still not possible to install a license without reboot.....
