Someone deleted the IOS.  

The switch can be forced to boot an IOS (BIN file) from a supported USB flash drive (FAT32).  Otherwise, the only way is to use the slower method of ROMmon upload: Recovering Catalyst Fixed Configuration Switches from a Corrupted or Missing Image
