How to route public IP and assign particulr speed on same routed public Ip

Hello,

I have a cisco 2600 router.

I have /27 public Ip Pool which has been provided by my Isp

Link Speed 25mbps

I want to assign 5mbps to one of the public ip address and remaining 20 mbps should be shared among remaining IP addresses

can you plz help me to solve a simple issue i am getting a direct link from the provider PE which means direct Public to my laptop for test purpose,  i can reach internet throw ping only i can ping any address but no browsing ?!!! 

 

any suggestions !

On your router you're defining a static route with your laptop as next-hop?

 

Internet link is on the router? Can you detail a bit what you're trying to do?

Yes internet link from the Provider Edge directly connected to my laptop ,   i can ping to any website but i can not browse.
