Routing issue

Can anyone help me in a matter where I can ping a destination host as well as traceroute successfully. But from other side that host can not ping me nor trace me. Will be obliged if anyone give the cause with details. Trace report is given below:

Whats that device and what is after it 198.32.167.254, it may be allowing icmp one way but not the other

could be firewall ,isp network blocking it , its public ip

Thanks for your reply. It is also to mention that:

Remote also could not reach by other port or by other application. And my another question is if the firewall allow icmp in one way then how i am getting ping response ? as far as I know that if I did not get ping reply from the remote host that will show me request timed out ?? 

I will be very grateful if you mention the root cause with detail description.
