Based on the 7 point recommendation post to "How to get your 792x wireless phones performing reliably" it recommends setting power levels in all 5GHz deployments but the very densest ones, to simply set a power level of 1 (maximum).
Does this impact the phones and produce one-way audio when the UNII-2 channels operate at 200mW and the phones are only capable of 40mW?

Yes, you should never set AP power level to its max.
If AP power matches the client, that is the best case scenario.

We have a few thousand 7925s and we have an all Wirleess office with 300 + users all of whom have 7925.
A solid RF survey is a must. We survey at unii1 12.5 mw on 5 ghz. Then follow all the best practices. Avoid DFS channels if you can.
