AIR-AP3802I-A-K9 unable to Join Controller

Hi I have a AIR-AP3802I-A-K9 that's unable to join the WLC. 

The WLC Time and Country (PH) is properly set. The other 8 of 9 AIR-AP3802I-A-K9 are able to join the controller

NTP is not configured on the WLC.
If the time and date is incorrect, the AP will never join the controller.

They don't have a NTP serve, the Time & Date, & Timezone was configured manually. 
Other access point are able to join the controller without any problem.

It is likely a hardware problem? As I see on the logs of the Access Point it failed to Start Radio0 after the:

That is not important.

Thanks for the support, the TAC was able to determine that the Radio equip on the device is for another Regulatory Domain (-F).
