AIR-SAP1602I-X-K9 , X stands for Regulatory Domain based on the Country of Deployment ,

As per my knowledge..

These AP are same except the regulatory domain.

 

Cisco AIR-SAP1602I-A-K9  (It was for America , but now they are using -B- Domain )
and 
Cisco AIR-SAP1602I-E-K9 (Its for Europe)
