Autonomous 1602e - Radio TX power restricted

I'm running into an issue where I have limited TX power options on the 5ghz radio of a 1602e.  I have 2 APs running the same code (ap1g2-k9w7-mx.152-2.JB2) but with different power options and I'm trying to adjust cell size by reducing TX power. Anyone run into this?  Is there a fix?

 

AP1 - This one has several options...
