Difference speed of wireless client connection

Hi,

I've experience of 802.11ac clients associated with AP1702i and their clients speed are various. Some client got 72Mbps another 144Mbps.

How do wireless clients do to negotiate a speed?

What is variable of this point?

More detail, their notebook is dell inspiron 7548. I am not sure how many spatial streams of this model.

But the rate means maximum supported data rate, right?
