LAP 2702 %CAPWAP-1-ARP_ERROR: Could not arp the controller ip address, retry later

I am reusing one of the AP which was previously connected to WLC2504. 

So I rename the AP and reconfigure the IP address to point to a new WLC8510. The AP and WLC is under same vlan 252.

At first it has joined the new WLC but it keeps disconnected from wlc and reconnect again after awhile.

AP is showing this error :

%CAPWAP-1-ARP_ERROR: Could not arp the controller ip address, retry later

My AP ip address is 172.16.54.171/23

If i try to ping the ip from the same subnet, the AP has no timeout. but if I telnet into this AP and ping to wlc, it is intermittent. 

Any idea what is the issue?

Yes. I am able to solve it after trying to upgrade the wlc from 7.4 to 7.6. 

After upgrade, it seems able to solve this issue. 

We have the same issue on 8.3.102.0 with 1600 Series Access Points.

Powering off and on fixes the issue for a while.

Any ideas?
