Lobby Ambassador query

Hi

As we are a NHS Hospital I've kept away from using Lobby Ambassador as we use a managed services to look after our guest access needs.

Lobby Ambassador would help out for corporate visitors.

My question is using Lobby Ambassador for non paying people, who are here for meetings count us as being a ISP under the Digital Economy Bill?

Want to check what the legal stance on this and what logs / records other companies have to keep for this,
