Mobility Express Mesh?

Is it possible to run a mesh using Mobility Express on the 1830's or 1850's? Or is a controller required?

I think that the MESH option is only able with a WLC.

I could not find the MESH option in my AP 1850.

Mobility Express doesn't support MESH.  Here you can see what is not supported:
