Wireless clients not receiving DHCP

We have a WLC 5508 acting as a DHCP proxy, with DHCP being handled in 1 of 2 places (based on weather its the guest network or employee network)

 

recently clients have begun connecting to the network but not getting IP addresses, I have verified there is sufficient free addresses in the pools

when checking the logs on the controller I am seeing these messages:

 

ARP_CLIENT_IP_DUPLICATED: dtl_arp.c:1808 ARP entry overwrite, conflict detected via ARP Request from client with MAC-ID  cc:fb:65:70:c1:0b and IP Address  192.168.201.222, Old client MAC-ID was 58:3f:54:c3:9e:5

Previous message occurred 5 times.

 

Any assistance would be appreciated.

how long is your DHCP lease? It would look like your lease timer is lower than the ARP timer.

(which I believe is translates to 4 hours)

where would I find the arp timer ?

 

I found an ARP Idle Timeout - it is set to 300 seconds
