The problem is WiSM module not coming in OPER-UP status , it’s in Started-Keepalive status.
I did run debug wism events on cat6509 and seeing below logs:
Aug 17 05:16:02.930: WiSM-Evt:dman_cntrl_db_search_by_mac: Found mac 30e4.db38.9981 for slot/port 8/1
Aug 17 05:16:02.930: WiSM-Evt:dman_reg_arp_added: cntrl 8/1 got an ip 1.1.1.3 30e4.db38.9981/30e4.db38.9981
Aug 17 05:16:02.930: WiSM-Evt:dman_reg_arp: received a garp from 1.1.1.3/1.1.1.3
Aug 17 05:16:02.930: WiSM-Evt:dman_cntrl_db_search_by_mac: Found mac 30e4.db38.9981 for slot/port 8/1
Aug 17 05:16:02.930: WiSM-Evt:dman_reg_arp_added: cntrl 8/1 got an ip 1.1.1.3 30e4.db38.9981/30e4.db38.9981
Aug 17 05:16:06.870: WiSM-Evt:dman_proc_keepalive_tmr_handler: keepalive timer expired for 8/1
Aug 17 05:16:06.870: WiSM-Evt:dman_cntrl_db_search: something wrong 15
It’s receiving garp request from controller and assign ip to controller but then keepalive time expired and it’s put the controller in started-keeplaive status.
Not sure what’s happening exactly.

Ok, so what is the output to the command "sh etherchann 415 summary"?
Wait a sec ... No Software Version???
Did you try to console into the WiSM line card?
On the 6500, can you post the output to the command "sh module"?
