WLC4404 and ap1131AG broadcast issue

My customer have a machine , it need to send broadcast UDP data to other wireless client.

In Cisco wireless environment, this machine send the broadcast UDP data, but other wireless  client do not receive the broadcast UDP data.

Is there have any way to achieve this goal ?

wireless WLC wism , AP1131AG.

the attached file is the capture data from wireless client want to send data.

Have you enable broadcast forwarding on your WLC ?

Controller -> General-> Broadcast Forwarding -> enabled
