The switch is not getting a response back from the supplicant on the client.  Is the supplicant enabled and configured on the client?  Do you have  may enabled as the next auth method?  If not your client Wil fall back to no access depending on your switch config.

We typically see a  lot of these messages when our hosts (Dell optiplex systems) where we have left the wake on lan functionality enabled and the pc is powered off.  The nic is still enabled and able to listen for magic packets to turn the pc on, but the switch doesnt have a mac to put the client into a vlan (via mab) so it will fall back to our critical vlan by default where the client can hear those magic packets.
