Hey, my upgrade failed in the very same step, i raised a TAC case and its been identified as the software bug and TAC gave me a patch to install in all the nodes and then my upgrade was success. I would suggest you to work with TAC.

Here's the details on the bug:

ISE PSN/PAN App server crashes after profiler feed update
CSCvh13873
The patch was a hotfix, not one of the published patches.

Thanks,
Shawn

Thanks!

Cisco sent me this hotfix and it really solved my problem.

We just ran into the same issue with VM based on SNS-3415 and contacted TAC.

I am wondering why Cisco did not include this hotfix in the patch bundles; the bug tool says there has been 117 TAC cases related to this issue.

My nobleman,

I also do not understand, this problem was reported by another analyst and
he informed me that CISCO sent the hotfix to correct the problem.

I opened the TAC and they sent me the hotfix, from the analysis of my LOGs.
But I believe the problem is the same for everyone.

Hello… do you know where I can get that patch without TAC?

Thank You

Nuno

Hello,

My dear Nuno,

I had to open the TAC to get them to send me the patch. The patch is
specific, depending on the serial of the equipment.

hug.
