I've got an issue where I cant access the ELM pages properly from CWMS admin pages. Clicking on Manage License redirects to the ELM page but there is no further way to go:
The troubleshooting doc suggests manually restarting ELM/Tomcat service - however, I can not find where I can actually restart any services. Rebooting the VM doesnt help
