Somebody found a workaround to CUBE works fine when the the ITSP send sip reinvite t.38 with two m-lines for outbound fax?
Fax server <<< SIP/UDP>>> CUCM <<< SIP/UDP>>> CUBE <<< SIP/UDP>>>SBC/ITSP or
Fax server <<< SIP/UDP>>> CUBE <<< SIP/UDP>>>SBC/ITSP
