9800 IOS 17.9.5a/b and APSPs

I've been seeing "fixed versions" in bug notes recently including versions 17.9.5a and 17.9.5b for 9800 WLCs. I do not see those versions on the software download page. Are these escalation builds, upcoming public releases, etc.? Here are all the 9800-80 bugs resolved in 17.9.5b: https://bst.cloudapps.cisco.com/bugsearch?pf=prdNm&prdNam=Cisco%20Catalyst%209800-80%20Wireless%20Controller&kw=*&bt=custV&sb=fr&rls=17.9.5b Several of those bugs that I clicked on are only fixed in 17.9.5b. Or is it normal for unpublished a or b versions to exist?

Also, is anyone aware of any 17.9.5 APSPs coming soon? I'd have thought there'd have been one by now.

I'm currently running 17.9.4a/APSP8 with a variety of APs from 2700 series on. As has been discussed on this forum, it's a buggy release, and I'd like to upgrade this summer but am trying to decide whether to go to 17.9.5 now, wait until a newer version  (or at least APSP) potentially gets released (say by mid-July), or roll the dice on the "ED" 17.12.3 (or wait for 17.12.4).
