Accessing RV042 Issue

All of a sudden I can only access the router using a Windows XP computer.  When using any of my Windows 7 machines I get the "This Page Cannot Be Displayed" page.

I may have a similar problem with an RV042G.   Sometimes  I cannot access it using the 192.168.1.1 (or whatever you change it to) IP address.   It can't find it.   If I power cycle the unit all is well for a while.  

I have no XP machines to see if that is any better, but Win10 is problematic.

I have Windows 7 Pro machines (and one XP).  This happened recently, but I cannot say when.  I only need to access it when my VPN tunnel disconnects, usually when I have to power it down, or sometimes if the internet goes down.  I have always gotten the failed certificate page, but just clicked through to the router. I have compared settings between a Windows 7 machine and the XP and cannot seem to find an issue.  I tried using Firefox and still no go.
