RV340, Web Login Disabled on RADIUS

I am currently running an RV340 on 1.0.03.20.

Everything is working as expected except that my RADIUS logins are returning web login disabled even though this option is set to either read-only or administrator. I can see that the data is passing through the firewall server and hitting the radius environment. I have created the groups in RV340 to match the AD security groups exactly and it has been applied to the user attempting to login.

What am I missing to make this work? Why am I getting this error?

this required more deeply understand and check each step done correctly. ( i re-call some time back doing some other device - it works full access or read-only access) - this is to do with group and radius configured correctly.
