WAP4410N not connecting to any mobile/laptop

I have cisco WAP4410N router ,i want to use this router again,after 4 years, as a repeater but its SSID doesn't connect to any of my device. I tried factory reset,even after that i cannot even connect to default SSID ciscosb ,i tried changing ssid name and password but none of my method works.

So can anyone tell me how to troubleshoot this problem, it would be of great help.
