Is VPER and HSEC license BOTH required for Cisco 1111-4P to have 150Mbps Crypto throughput ?

Yes, the default crypto throughput of the series 1000 routers are 50 Mbps, with the license "seck9" you can have services like IP Base + Advance Security: Zone-Based Fireall, IPSEC VPN, ExVPN, DMVPN, GETVPN, FlexVPN with the same default crypto throughput. Then the "VPER" license increases this crypto throughput to 100 Mbps for the C1100-4P and 200 Mbps for the C1100-8P
